As such, the following key considerations should guide CAF's approach:

1. Did the Host Nation Fulfill Its Responsibilities?

The host nation, Libya in this instance, holds a fundamental responsibility to ensure the safety, logistics, and appropriate accommodations for the visiting team, Nigeria. According to CAF regulations, the host must provide suitable transportation, lodging, and match facilities. If it is established that Libya failed to meet these obligations—be it through inadequate transportation arrangements or insufficient safety measures—this would constitute a violation of CAF's rules.
