Former Governor of Kaduna State, Nasir El-Rufai, has submitted a formal petition to the Police Service Commission (PSC), accusing the Kaduna State Commissioner of Police and several officers of “unprofessional conduct, abuse of office, and serial violations” of the Police Act 2020.

 

In the petition dated September 8, 2025, and addressed to the PSC Chairman and Chief Executive, El-Rufai called for a thorough and impartial investigation into the alleged actions of the police officers, citing constitutional breaches and a pattern of misconduct.

 

“I am writing as a citizen of Nigeria and former governor of Kaduna State to formally lodge this complaint and demand an immediate, impartial, and exhaustive investigation into the unlawful and unconstitutional conduct of the commissioner of police and some officers of the Kaduna State Police Command,” El-Rufai stated.

 

He emphasized that the petition was not motivated by personal grievances but rather by a broader concern for accountability and professionalism in the Nigeria Police Force.

 

“I am motivated by concern for the Nigeria Police Force, which, despite its challenges, remains the primary law enforcement institution in the country,” he said. “It is the duty of all citizens to support the PSC in exercising its regulatory powers to enforce discipline and promote ethical conduct.”

El-Rufai’s petition follows recent tensions between himself and the Kaduna State Police Command. On September 4, the police invited the former governor and six members of the African Democratic Congress (ADC) for questioning over allegations of criminal conspiracy, public incitement, mischief, and causing grievous hurt.

 

The invitation, issued by DCP Uzainu Abdullahi of the State CID, directed the ADC chairman in Kaduna to produce El-Rufai and the six others at the CID office on September 8.

• Jafaru Sani

• Ubaidullah Mohammed (popularly known as ‘30’)

• Nasiru Maikano

• Aminu Abita

• Ahmed Rufa’i Hussaini (aka ‘Mikiya’)

The police said the summons was in relation to complaints from unnamed individuals. However, El-Rufai and his associates have described the move as politically motivated.

Tensions escalated last week when security operatives sealed the ADC secretariat located at No. 4 Ali Akilu Road, Kaduna. The lockdown occurred just hours before a planned visit by the party’s North West leadership to sympathize with members allegedly attacked by political thugs.

 

Eyewitnesses reported a heavy police presence, with multiple patrol vans surrounding and blocking the premises.

In his petition, El-Rufai warned that unchecked abuses by security agencies could seriously erode public confidence in Nigeria’s law enforcement institutions.

 

“The PSC must act decisively to restore trust in the Nigeria Police Force. Failure to act will embolden misconduct and further weaken confidence in the country’s security structure,” he said.

 

The PSC is yet to publicly respond to the petition as of the time of this report. However, sources within the commission say a review of the complaint is underway.
